Officials say the actions of a Kentucky police officer saved a woman from overdosing on heroin and then led to the capture of the man who reportedly sold her the drugs.

On Tuesday, Prestonsburg 911 Center received a 911 call from Exxon Tiger Mart in Prestonsburg that a female had been dumped out of a vehicle whose occupants were thought to be intoxicated and that she was unresponsive. Prestonsburg Fire and Police were dispatched to the scene.

Prestonsburg Police Officer Jacob Chaffins and his trainee were the first to arrive at the female’s aid. Chaffins has a background as a firefighter and certified EMT. Chaffins assessed the female and notified the 911 Center that he suspected the female was in an overdose. Chaffins gave the woman Narcan to counteract the effects from the overdose. Chaffins was alone for some time before an ambulance, responding from the North end of the county, arrived to assist.

“There is no dispute that Ptl. Chaffins’ early arrival and intervention coupled with his training saved this victim’s life,” a social media post from the Prestonsburg Police Department said.

Following the victim’s regaining consciousness and the arrival of other officers, an investigation into the events that had taken place was initiated. According to the social media post, officers learned that the victim and three other males had come to a local motel and purchased a quantity of fentanyl-laced heroin for recreational use. Following the victim’s use of these drugs, she began overdosing in the parking lot of Tiger Mart where her counterparts removed her from the vehicle and left her laying.

With the information, officers learned that Phillip Burgin of Johnson County was in a local Motel, was wanted for absconding parole for several previous felony convictions and was the person who reportedly sold the drugs to the victim.

Burgin was thought to be armed and dangerous, was a flight risk, and had his two children in the room with him. Officers obtained a search warrant for the room and executed that warrant. Chaffins was able to arrest Burgin within five hours of the original overdose call.

In the room, officers discovered a quantity of heroin, methamphetamine, individual baggies for packaging of product, scales and three mobile telephones used to communicate with customers and distributors.

Burgin was reportedly found trying to destroy evidence.

The Kentucky Department for Community Based Services was notified and the children were left in the care of their mother who had been working all day.

Burgin was taken to the Floyd County Detention Center and charged with execution of parole board warrant, trafficking in a controlled substance, 1st Degree heroin, trafficking in a controlled substance, 1st-degree methamphetamine, wanton endangerment 1st degree, two counts of wanton endangerment 2nd degree, tampering with physical evidence, promoting contraband 1st Degree, persistent felony offender 1, and possession of drug paraphernalia.
